The flare is primarily a safety system for managing relief gases, purges or emergency discharges through controlled combustion. The thermal oxidiser or incinerator is used when the aim is the continuous treatment of emissions, with more controlled combustion and, typically, a higher level of thermal destruction.

An elevated flare burns gas at height and is usually used for large-scale flaring with a visible flame. A ground-level or enclosed flare is designed to reduce radiation, visual impact and, in many cases, to keep the flame hidden, making it suitable where there are site or environmental restrictions.

A flare removes gas through controlled combustion, and is therefore used when the gas is flammable and needs to be disposed of safely and immediately. A cold vent releases the gas without a flame or combustion, and is only used when the nature of the gas and the risk assessment allow for its safe dispersal into the atmosphere.
